This is a very valid question, but the short answer (I'll explain more later) is that Curt tested the # C13704 and found that it's bracket design can withstand more weight than the # 13703. This is most likely due to the brackets being smaller and more limited in how they can install and using those install methods it can support more weight safely.
If the # 13703 happens to have enough weight capacity for your e-bike and rack though you'd be perfectly fine to use it.

The main advantages to a platform bike rack would be that the bikes are very easy to load and unload, the bikes are very secure (at the wheels and frame), the bikes will not be touching, you will be less likely to have the cables of your bike rub on the frame of your bike.

The Thule Doubletrack, part # TH92BJ is not rated for RV use. Most racks that are folding, tilting or are rated for a Class 1 hitch aren't sturdy enough to take the increased forces that occur on the back of an RV.

The Stromberg Carlson Bike Bunk part # CC-275 will need to have one of three specific points on the a-frame free in order for it to work. The measurements will need to be taken from the outside edge on each frame rail. As long as you have space at the 12" wide apart, 32" wide apart, or the 52" wide apart positions on the a-frame the bike bunk will work well for you. The main difference between the Swagman XTC-2 2-bike platform rack # S64670 and the Trailhead 2-bike hanging rack # S63360 is the way the bikes load. With a platform rack you don't have to lift the bikes as high up to load them.

Though the Curt # C13409 and Draw-Tite # 76271 are nearly identical to each other, there are a few subtle differences. First being where they sit once installed.
The will both have the exact same height of 14-1/2 inches, but the Draw-Tite # 76271 will be recessed 5 inches from the edge of the bumper to the center of the pin hole. I personally like the Thule Camber 4 Bike Rack # TH9056 better than the Swagman Titan 4 Bike Rack # S63410. It looks cleaner, is easier to load/unload bikes, and it is backed by the Thule name which is huge in the bike rack industry.
